Joe Sciabica

Strategic Partner – Joe Sciabica joined Battle Group as a Strategic Partner in 2020. In this role, Joe supports the firm’s strategy and planning for defense and aerospace investment activities. In addition, Joe serves as Senior VP – Strategy, Growth & Partnerships of ARCTOS, a provider of solutions – including research and development, technical services and products – to space, defense and intelligence community customers.

Joe has over 38 years of leadership/oversight of science & technology and applied research & development for the USAF Research Laboratory and the USAF Civil Engineer Center. Most recently, Joe served as Board Chairman, CEO and President of Universal Technology Corporation (UTC), a 250-person professional services company, geographically dispersed across the United States. He was responsible for providing UTC strategic leadership through the establishment of long-range goals, strategies, plans and policies.

Prior to leading UTC, Joe served 33 years in a variety of USAF engineering, senior technical management and Senior Executive Service leadership positions, recognized for Meritorious and Distinguished Leadership, an honor bestowed on less than 1% of all Senior Executive Service members. Joe led the development and transition of advanced air, rocket, space and cyber technologies for defense systems. Serving as the Executive Director of the Air Force Research Laboratory, Joe led numerous technology working group exchanges with the UK, Australia, Sweden, Singapore, India, Israel, Japan, Germany and Korea providing an opportunity to exchange ideas with key international defense leaders and establishing over $40 million dollars of collaborative research and mission advancement programs. Joe’s last USAF assignment was serving as the Director of the Air Force Civil Engineer Center a 2,000-person civil engineer field operating agency providing responsive, flexible full-spectrum installation engineering services. Joe’s unit conducted operations at more than 75 locations worldwide and was responsible for over $50 billion in annual contract value.

Joe holds a Bachelor of Science degree in Chemical Engineering from the University of California, Santa Barbara, a Master of Science degree in Systems Management from the University of Southern California, and a Master of Science degree in National Security Strategy from National War College. Joe serves on several Boards and Trustee positions, including the Dayton Regional STEM School Trustee, Sinclair Community College Trustee, Air Camp USA, Confluence Water Technology Innovation Cluster, Dayton-Wright Chapter AFCEA Board Chair, the Chairman of the 1890 Land Grant University Advisory Group for Central State University, and as the Board Chair of New Space New Mexico.
